Note that this area is mostly still volcanic ash, radiation, and almost unable to traverse by most unless they have special outfits and equipment. Most of the time, airbases have to get people in and out of this area.

Remember that paths to the afterlife, including heaven and hell are closed to all but reapers, death wraiths, and soul reapers. And no one is taken to the afterlife unless they are dead.
